Regional Fund - IGA, Pazardjik won an international award!
Personally Her Royal Highness the Princess Royal presented the International Community Justice Awards!

Regional Fund - IGA was the only non-government organization that won the prestigious International Community Justice Award 2004.
Regional Fund - IGA
won in the category "Pioneer Organization". The ceremony for presentation of the awards took place in Queen Elizabeth II Conference Center, London on 29.01.2004.
The award was presented to Mrs. Marina Manolcheva and Mr. Dimitar Rusinov by Her Royal Highness the Princess Royal.


Eithne Wallis, Director General of National Probation Service for England and Wales, bestowed an additional cash prize - a sum of 1423 EUR on the winners.


"Regional Fund - IGA" - Pazardjik was founded on 14.04.2000 in Pazardjik as a continuation of the activities and the programs, realized by Foundation "Initiatives and Civil Activity", established in 1998.

The main mission of the organization is crime prevention and reducing its negative effects on the society.

The Fund is registered in the Central Register of the juridical persons with uneconomical aim ¹ 20030613004.

The first information day about making popular the institution "ombudsman" taken on 21 October 2004 in the Plenary Hall in Pazardjik Municipality. For him interest showed mainly representatives of Municipality administration and Municipal councilors. Welcoming speech to the participants presented the vice-governor Ivan Avramov, the president of the Municipality Council Todor Popov and vice major Violeta Gindeva.

Regional Fund - IGA was recognized whit certificate from the U.S. Ambassador to Bulgaria James Pardew.
The U. S Ambassador to Bulgaria James Pardew bestowed on Regional Fund - IGA certificate for NGO, who was received financial support from the The U.S. Embassy Democracy Commission for the project "Public Ombudsman position in Pazarjik Municipality".

Regional Fund - IGA won a prize about contribution to the freedom of information sphere.
The prize woes in the category "NGO, who used most active the law for access to social information". The competition woes organized by the Access to Information Programme. The award woes given during the ceremony in hall "Mati" in National Palace of Culture in Sofia on 28 September 2004. The Access To Information Program marked for second time the International Right To Know Day. Woes given charters and prizes for the contribution to the freedom of information sphere in six categories.
The decision 28 September to reported as International Right To Know Day woes taken in 2002 Year in Sofia during the international conference, organized from the Access To Information Programme. The NGO-s from 15 states established The Advocate Network for Freedom of Information. The Advocate Network has a basically aim to approve the standards in the sphere of access to information.

On 27 september 2004 in the Hall of Sity Council took place the first press conference about the starting of the project "Public Ombudsman in Pazardjik Municipality". The performer of the project is Regional Fund - IGA, the partner organizations jsou Municipality Council and Pazardjik Municipality. The project implements with the financial support of the Democratic Commision to the American Embassy in Sofia.

On 27.07.2004 in the Conference room of the General Directorate Enforcement of Sentences was implemented the second meeting of the Nation Working Group by the project "Improving Human Rights in Bulgarian Prisons". The leading organization by the project is Penal Reform International with the coordinator for Eastern Europe Mihai Popescu and the continuance of the project is from April 2004 to March 2005. Partners are General Directorate Enforcement of Sentences to the Ministry of Justice and Regional Fund - IGA.

IT WAS DISCUSSED THE PROJECT FOR SUPERVISION OF JUVENILES

Closing conference by the project "Regional Pilot program for Probation Supervision of Convicted Juvenile Offenders" took place on 9 July in the plenary Hall of Pazardjik Municipality. The conference started with presentation of the coordinator Dimitar Rusinov who presented the project - part of the Action Plan for Implementation of the National Strategy for Counteraction to the Anti-social Behavior and the Juvenile Delinquency.

On 9 July 2004 in the Plenary Hall of Pazardjik Municipality took place the Closing National Conference by the project "Regional Pilot Program for Probation Supervision of Convicted Juvenile Offenders" funded by the Phare Civil Society Development Program 2001, Phare Project BG 0104.03.
Partners of the project which started in December 2003 are the Central Commission for prevention of Juvenile Delinquency, Pazardjik Municipality and the Department for Dealing with Young Offenders. The project is developed in conformity with the Action Plan for Implementation of the National Strategy for Counteraction to the Anti-social Behavior and the Juvenile Delinquency that was passed in the middle of 2003 by the Council of Ministers. Regional Fund - IGA was selected to be an organization responsible for the implementation of the Action Plan.



On 7 July 2004 in the office of Regional Fund - IGA took place a meeting "Holiday with Presents" as part of the project "Regional Pilot Program for Probation Supervision of Convicted Juvenile Offenders" funded by the Phare Civil Society Development Program 2001, Phare Project BG 0104.03. In the event took part actively the juveniles and their families and was evaluated from the monitoring expert Trendafil Meretev. A dance group from the kindergarten in the roma quarter in Pazardjik introduced a short program for the participants in the event. The children sang and danced. The team of social workers of the program surprised the juveniles and their families with presents and luxuries.


On 6 July 2004 in the Municipality Hall in Panagurishte took place work meeting by the project "A Model of Probation Network in Pazardjik Municipality" which is realized with the financial support of Open Society Institute.

During the meeting which is in charge of the Chairman of Regional Court in Pazardjik Georgi Shopov was made a presentation of the project and processes connected with the introduction of probation. In the discussion took part the Mayor of Panagurishte Municipality Marko Metchev, magistrates from the District Court and District Prosecutor's Office, Directors of Social Assistance Department and Labor Office. The participant understood more about the role of future Probation Councils. Eight representatives from thåse institutions will be choose for members of the local Probation Council. The Chairman of this Council will be trained in probation.


Regional Fund - IGA starts the realization of Component 4 "Keeping of low level of dissemination of HIV infection through intravenous drug users" and Component 6 "To decrease the sexual behavior and injections practices through the commercial sexual workers". The Components are in connection with the implementation of the Program "Prevention and control of HIV/AIDS, malaria and tuberculosis" to the Ministry of Health funded by Global Fund. Regional Fund - IGA will implement the both components in the Municipality of Pazardjik.






From 28.06.2004 to 02.07.2004 in Stara Zagora was implemented the first training seminar "Offender Violence Self-Management Group Work". The seminar is part of the project "Improving Human Rights in Bulgarian Prisons which is realized by PRI (Penal Reform International) in partnership with the Ministry of Justice - General Directorate Execution of Sentences and Regional Fund - IGA with the financial support of the British Ministry. In the training seminar took part 20 officers from the prison in Stara Zagora and the General Directorate Execution of Sentences to the Ministry of Justice.


On 22 June 2004 in Velingrad Municipality took place the serial work meeting by the project "A Model of Probation Network in Pazardjik Municipality" which is realized with the financial support of Open Society Institute. During the work meeting which was head of Georgi Shopov, Chairman of Regional Court in Pazardjik. It was made a presentation of the project and the processes in connection with the introduction of probation in Bulgaria. The participants in the work meeting - representatives from the municipality, directors of police, Social Assistance Department and Labor Office and district judges - were informed about the role of the Probation Councils. Eight representatives from these institutions will be choused as members of the local Probation Council.

On 11 June 2004 in the Plenary Hall of Peshtera Municipality was organized a work meeting by the project "Model of Probation Network in Pazardjik Municipality". In the workshop, which was at the head of the chairman of the Regional Court Pazardjik Georgi Shopov, was made a multi media presentation of the project and the processes for introduction of probation in Bulgaria. It were discussed the international standards, the principles and organization of the probation systems and the legislative alterations connected with the probation in Bulgaria. In the meeting took part representatives from the District Court and the Regional Prosecutor's Office in Peshtera, directors of police, Labor Office and Social Assistance Department and also representatives from Peshtera Municipality.
It was the discussed the role of the Probation Councils to every Regional Probation Service. It was made a list of the possible members of the Probation Council in Peshtera. There will be eight representatives from the Municipality and other interested institutions. Through competition will be choice the representative of the Probation Council who will be trained in probation in Regional Fund - IGA.


On 8 June 2004 in the General Directorate Enforcement of Sentences, Sofia was implemented the first meeting of the National Working Group by the project "Improving Human Rights in Bulgarian Prisons". The leading organization by the project is Penal Reform International with a coordinator for Eastern Europe Mihai Popescu and the continuance of the project is from April 2004 to March 2005. Partners are General Directorate Enforcement of Sentences to the Ministry of Justice and Regional Fund - IGA. Participants in the meeting were Marina Manolcheva, Executive Director of Regional Fund - IGA, Dimitar Rusinov, Manager Projects, Peter Vasilev, Director of General Directorate Enforcement of Sentences, representatives from Ministry of Labor and Social Policy, Ministry of Health, Employment Agency, Social Assistance Agency, university lecturers and local authorities.

On 13th and 14th of May 2004 in "Velina" hotel, Velingrad Regional Fund - IGA will organize a seminar by the project "A Model of Probation Network in Pazardjik Municipality" with the financial support of Open Society Institute, Sofia.In the training took part magistrates from the District Courts in Pazardjik, Peshtera, Panagyurishte and Velingrad. The aim of the seminar was presenting of the international standards, principles and organization of the probation system. There were discussed themes connected with the legislative changes needed for the realization of the probation. There were introduced the pilot Probation Centers in Pazardjik and Stara Zagora. Lecturers in the seminar were Associate Professor Georgi Mitov from Sofia and Plamen Zlatev from the Regional Court in Stara Zagora. In the training also participated Georgi Shopov, Chairman of the Regional Court in Pazardjik, the judges from the District Court in Pazardjik Tania Baylova and Stela Mihaylova, Natasha Daskalova from the District Court in Velingrad, Any Harizanova from the District Court in Peshtera and Tzviatko Mangov from District Court in Panagyurishte.

On 20.04.2004 in plenary room of Municipality of Pazardjik took place a work meeting with pedagogical consultants in the schools in Pazardjik and representatives of Regional Fund - IGA.
On 17.04.2004 in the office of Regional Fund - IGA was implemented a training for adapting and introduction of the program for professional orientation "Which way are you going?". For the realization of the program were trained ten probation assistants and social workers.
The program is part of the activities in the project "Regional Pilot Program for Probation Supervision of Convicted Juvenile Offenders".
On 16.04.2004 in the Conference room of the Local Commission for Prevention of Juvenile Delinquency were organized three focus groups by the project.
On 1st and 2nd of April 2004 in Velina hotel in Velingrad took place a work seminar. The event was organized by Regional Fund - IGA.
The seminar was in two parts. It was introduced an information for the juvenile justice in the countries of the European Union, the activity of the Local Commission for Prevention of Juvenile Delinquency, the activity of the police and the achieved results by the project until this moment. In the second part of the seminar was elaborated a concrete model for collaboration between institutions and organizations working with young offenders.
On 17th and 18th of February 2004 in Velina hotel, Velingrad took place a seminar for elaboration of model for collaboration between institutions and organizations in Pazardjik, working with sentenced juvenile offenders.

On 21st and 22nd of February 2004 in Vionas complex, Pazardjik took place a training of the multi discipline team of specialists (social workers, pedagogues and probation assistants for work with families of juvenile offenders.

On 1st and 2ndof March 2004 in Velina hotel, Velingrad took place a training seminar for specialists from different institutions and the pilot Probation center in Pazardjik with juvenile offenders. The basic aim of the training was applying of the elaborated framework for collaboration between institutions and the probation center in Pazardjik and ways for direction and supervision of juvenile offenders.
 





Regional Fund - IGA welcomes in your office the biggest National televisions in Bulgaria - bTV, TV Evropa and BNT (Bulgarian National Television) and tells about the worked probation model adapted in Bulgarian conditions.

In the making of journalistic materials are included the managers of the Probation center Marina Manolcheva and Dimitar Rusinov and also the probation assistants and the sentenced clients.

The good collaboration of the Probation center with media helps for the dissemination of the information about the new punishment probation in Bulgaria.

According to the Criminal Code of Bulgaria, the implementation of new punishment "probation" has been already enforced since 1 January 2004.
There is a lack of the relevant procedures needed for the imposition of this punishment as well as for the implementation of probation officers' activities.
The specialists from non-government organizations (NGO) that establish and develop pilot probation centers offer sharp remarks and riders on the texts of the Sentence Enforcement Amendment Act.


On 5 February 2004, Work Meeting "Probation as an Alternative of the Imprisonment" took place by the initiative of "Open Society" Institute - Sofia in "Rodina" Hotel, Sofia.
The work meeting brought together 10 non-government organizations that have established pilot probation centers in Bulgaria; NGOs that implement projects in the field of resocialization of persons released from prison;
and representatives of Service of Sentences Directorate-General
under Ministry of Justice.
The meting was aimed at discussing and commenting upon the draft law for Sentence Enforcement Amendments Act and the role of the non-government organizations.

On 21.01.2004 in the Hall ¹1 of Regional Court, Pazardjik took place a workshop for starting the project "A Model of Probation Network in the Region of Pazardjik", realized from the Regional Fund - IGA with the financial support of "Open Society" Foundation, Sofia.
The aim of the project is to be discussed the realization of the project, specifying of the dates for implementation of the seminars and meetings in every separate municipality and the way for recruiting of members of the Probation Councils.
On the meeting took part: representatives from the court, prosecutor's office, Municipality of Pazardjik, City council, police, prison, Regional inquest service, media and NGOs.

On 15.01.2004 in the Mayor Hall of the Municipality of Pazardjik Regional Fund - IGA organized a workshop for starting the project "Regional pilot program for probation supervision of convicted juvenile offenders", founded by Phare Civil Society Development Programme 2001.
The project is focused on: juvenile offenders, who have received some kind of a sentence pronounced by Regional Court, Pazardjik; representatives of local institutions and non-government organizations. The general aim of the project is to reduce the institutionalization concerning convicted juvenile offenders.

On the meeting took part: representatives from the court, prosecutor's office, Municipality of Pazardjik, Department for Dealing with Young Offenders, Local Commissions for Prevention of Juvenile Delinquency, Social Assistance Agency, police, Labor Office, media, NGOs.

Regional Fund - IGA wins the competitions and begins the realization of the projects:
In December 2003 started the project "Regional Pilot Program for Probation Supervision of Convicted Juvenile Offenders", with the financial support of PHARE Civil Society Development Programme 2001, Phare Project BG 0104.03.

In the beginning of year 2004 started the project "A Model of Probation Network in the Region of Pazardjik", funded by the "Open Society" Foundation, Sofia.
 





On 21st May 2002
